I has been covered. The big change is that it makes refusing to move on when the landowner and/or the police ask you to potentially a criminal rather than civil matter. This means that landowners will no longer have to go through an onerous eviction process and gives the police the right to impound vehicles where people refuse to move. Since most of us would honour such a request anyway, pragmatically, it makes no difference. However, it makes a huge difference for those who turn up mob handed, occupy someone else's land as though it were a 'God-given' right and don't go until the court process has been exhausted and the landowner turns up with a writ for possession, bailiffs and the police for backup.
It also makes protesting by disrupting the lawful activity of others a criminal offence, and it is this that I suspect is the main reason for the change.
 
The headline is clearly wrong, this law does not apply to Scotland, Northern Ireland, or I suspect Wales.
This law is clearly meant for the travelling community, and even then in extreme circumstances.
