As I understand it, rip-off tariffs on overseas use was used to fund free phones on contract deals.

So they had to find a way to cut down on the free phones, or otherwise finance them

Mobile phone companies will do everything they can to avoid any rulings from the EU. They will drag it out for as long as possible and then make an announcement as to how wondeful they are and how they are passing on the savings to you - creeps
