amber side lights come on with brake lights not with headlights

Mc Louis Tandy 670G 2017. Can anyone advise. Amber side lights come on with brake lights not with headlights. Where is the fault most likely to be, please?. Are they needed to be working for MOT? If they do not need to be working how can I give MOT garage proof of that. I have looked on the government web site but find it difficult to navigate.
