WD 40 penetrates but does not lubricate, it can even make matters worse. I would go with the already mentioned silicon spray.

Try silicone spray first see how you get on. If that does not work then try WD40. It really depends on what’s causing the stiffness. Then spray again with silicone.

Clean the swivel first as dust/grit gets in to the track and ball bearings,white sprite will work or wd 40,then use the silicone spray which semi dries.

Personally I would clean and hopefully get away with a graphite lubricant , second choice silicone

It does all those things but when it dries it no longer lubricates and has probably cleaned out any grease that was present. Can be useful for freeing up stuck things but no good for long term lubrication.

I use Rock oil lubricating spray , a bit dearer than WD-40 but well worth the money
