Going by the broken tow strap I would say it's stuck!

And uninsured but does look like they drove it up that hill and bottomed it out then tried pulling it backwards.

Could be that the fb posting is not as current as it appears.

Or the strap has been used to drag it off someone's drive....
Then they've got it started and tried to get it somewhere to strip?
