It doesn't matter what the order says. We don't know what order it refers to. How are we to find it? Atr mdinight. In the rain. If the sign does not tell us that human habitation or domestic purposes are not permitted then we are not to know of thses restrictions. We have to depend on the informatin given us by the council on the spot. This sign permits parking for 24 hours. Whatever might happen after 24 houirs then I don't know but the council would have hard time justifiiying a PCN on any grounds other than, maybe and only maybe, parking in excess of 24 hoirs. I'd guess that there will e no PCN issued for the very good reason that it would never be upheld on appeal.
